About DBAS

The Development Bank of American Samoa (DBAS) was established in 1969 by Public Law 11-40 of the American Samoa Government. Over time, DBAS has evolved into a socio-economic development agency for American Samoa, providing lending and investment services to meet the territory's needs.
DBAS assists in promoting private enterprise and entrepreneurship to support economic development in American Samoa. DBAS also serves as the conduit for US federal assistance programs to facilitate housing for low-income families and individuals.
DBAS is the island's source for affordable housing programs, commercial loan programs, and the VA home loan program.

Our Goals
DBAS continues to promote residential development in American Samoa by providing affordable mortgage loans for new home construction and home repair activities. DBAS further supports the development of the private sector and the economy by offering commercial loans to start-up and existing businesses.
DBAS also serves as a facilitator for the disbursement of loans and grants offered by US federal agencies directly to qualified residents of American Samoa.
