Maota Affordable Loan Project
The Maota Affordable Loan Project (MALP) will improve access to stable and affordable housing for homeless individuals and/or for low to moderate-income level families or households. It will also support the development of affordable housing to increase the supply of affordable and high-quality living units.
MALP offers below-market interest rates specifically designed to make homeownership achievable for income-qualifying residents of American Samoa.

Eligibility Requirements
Applicants must meet all of the following criteria:
- American Samoa resident who is a U.S. Citizen, U.S. National, or legal Permanent Resident
- At least 18 years of age with a verifiable source of income
- Employed for one or more consecutive years
- Meet low-income or moderate-income definitions per U.S. Department of Treasury guidelines
